The Law of the Noose: Israel’s Execution Policy Against Palestinians | April 9, 2026
IMEU Policy Project hosted an urgent discussion on Israel’s enactment of a brutal policy to hang imprisoned Palestinians, known as the “Death Penalty Bill”- a move Palestinians and human rights defenders describe as the “genocide law”.
The panel of experts included Diana Buttu, Palestinian Human Rights Attorney and Analyst, Orly Noy, Chair of B’Tselem and Editor at Local Call, and Muna Haddad, Lawyer at Adalah – The Legal Center for Arab Minority Rights in Israel, who co-authored Adalah’s petition to the Supreme Court against the death penalty law.
They discuss the legal implications of the “death penalty bill” and how it further entrenches Israel’s system of apartheid against Palestinians, cover the implications for Palestinians and how Palestinians are working to contest the law, and go over ways we can demand that our elected officials speak up against it. With the bill now approved by Israel, the urgency to protect tens of thousands of Palestinians held in what human rights groups call “Israel’s network of torture camps” has never been greater.
